Job Description

Role Responsibilities
  • The TB liability and asset book are an integral part of SCB group balance sheet and its role has become more critical in the context of SCB's strategic outlook and the evolving regulatory environment. To deliver the Bank's aspired and sustainable growth, TB liability & balance sheet plan needs to be executed diligently and aligned with the franchise strategy, i.e. lowering our cost of funds, improving ROE, and meeting regulatory requirements such as GSIB, LCR, and Liquidity ratio, optimising Risk Weighted Asset consumption. This role is responsible to lead the development and execution of such plans and deliver the optimal results for the transaction banking business and SCB franchise. Responsible to drive the liability and balance sheet management objectives across the Cash Product set and across the West region within the TB business with the goal of liability optimisation and RWA management.
  • This role is mandated to execute and deliver the result to meet (1) client, (2) regulatory and (3) our franchise growth needs which are dynamic in nature and require a highly sophisticated management approach to address.
  • The Head of Liability and Balance Sheet Management (LBSM), Cash and West for TB shall be responsible for driving the regulatory (capital and liquidity) and balance sheet agenda for the Transaction Banking business across Cash and for the West Region. The scope covers driving business initiatives that include optimising, Funds Transfer Pricing (FTP) for existing and new products as well as balance sheet optimization.
  • The Head of West Liability and Balance Sheet Management, TB will be responsible for executing the global programs in the region and will be responsible for identifying and executing local opportunities
Business:
Balance Sheet Management
Cash
  • Collaborate with key partners (e.g. TB Product, TBMT, Treasury, ALCO, CPM, and other Balance Sheet Stakeholders) to drive the Cash balance sheet agenda.
  • Work with Cash product teams to substantiate ALCO and Treasury Market discussions and optimize institutional results.
  • Be the TB FTP expert to strategize and execute the low-cost liability growth plan
  • Work closely with key partners to drive an aligned balance sheet agenda with the franchise partners for (1) Strategic balance sheet management, (2) Optimizing balance sheet, (3) Operational balance sheet management, and (4) Regulatory Balance sheet management
  • Work with stakeholders to optimise OPAC treatment.
  • As the Global balance sheet expert work with Cash products to develop a Global strategy to optimize the TB business and franchise result.
  • Support product innovation and commercialization related to FTP framework, OPAC treatment, interest rate and liquidity risk profiling.
  • Manage the change and business impacts of FTP policy, providing TB business insights to address FTP implementation and issues. Manage the execution of FTP to support TB Balance Sheet and business growth
  • Optimize the TB liability portfolio that meets all regulatory requirements. Devise liability optimisation plans to maximize profitability and help capture opportunities to support customer business growth.
  • Leverage data to develop methodologies for balance sheet management in line with regulatory requirements.
West
  • The role will Liaise/partner with country and regional Treasury stakeholders to drive Global agreed initiatives and strategies
  • Identify and react to regional balance sheet opportunities and issues and develop solutions and subsequent artefacts to support arguments and socialise solutions
  • Liaise/partner with Regional/country TBMT Product teams
  • Execute at the Regional/country level
  • Lead and participate in country/regional balance sheet committees and forums
  • Provide Region/country market (internal and external) insights back to Global L&BS team to influence priorities
  • Deliver comms/education/ training materials to regional/country stakeholders.
  • Develop KPIs, MI and reporting at the region/country level to monitor performance & identify opportunities .
Risk Management
  • Work closely with stakeholders to drive regulatory discussions, e.g. OPAC treatment, interest rate related regulations, and LCR ratio improvement.
  • Engage stakeholders across our matrix organisation to drive regulatory and policy advisory discussions.
  • Proactively manage and socialize regulatory changes that affect TB's balance sheet and associated revenue
  • Partner with Product teams and guide them on how to respond to regulatory changes and maximizing business opportunities.
  • Keep abreast of market developments, changing regulatory landscape, business risks and opportunities.
  • Keep institutional stakeholders informed of the latest regulatory changes and propose first-mover action plan.
  • Ensure compliance with the highest standards of regulatory conduct and compliance standards and practices as defined by internal and external requirements. This includes compliance with anti-money laundering regulations and guidelines
  • Ensure that Risk Management matters that are brought to the job-holder's attention are subject to direct remedial action and/or escalated, where appropriate to relevant risk committees
  • Escalate to Cash MT, TB MT & Treasury MT and other Regional governance committees or to stakeholders in senior management, risk or control functions as appropriate
Processes
  • Develop and deliver high-quality balance sheet training programs to uplift our capability to manage the business more effectively
  • Provide FTP, RWA and other balance sheet guidelines, to a wide internal audience
  • Support product innovation and commercialization on all aspects of FTP aspects, interest rate and liquidity risk profiling.
  • FTP policy management, providing TB business acumen in addressing FTP implementation and issues.
  • FTP management to support TB Balance Sheet and business growth.
  • Governance of asset booking related to liquidity profiling in line with regulatory guidelines
People & Talent
  • Manage a small team in SG and Regional team in NYC/London
  • Embed culture of excellence and best practice.
  • Lead through example and build the appropriate culture and values. Set appropriate tone and expectations for the team and work in collaboration with risk and control partners
  • Lead and reinforce strategic change and develop organization alignment geared towards the overall strategic direction of the TB business to enable effective business performance
  • Provide effective leadership to the business, communicate the vision and build commitment and energy to focus on key priorities
  • Oversee a talent identification process and sponsor development activities that focus on identified high performing and high potential individuals in the Group's business to ensure a high-quality succession pipeline
  • Develop and reward talented people and deliver business goals by active sponsorship and leadership of people management activities

Our Ideal Candidate
  • 10+ years of experience in Banking Industry
  • Experience in the financial services industry with subject matter knowledge around Treasury, FTP and liquidity
  • Highly analytical with good appreciation of TB Cash products
  • Delivery of high quality work, in a limited amount of time
  • High levels of drive and resilience
  • Ability to operate strategically whilst simultaneously working on the details
  • Pragmatic approach to achieving the objectives set, able to flex an approach as needed
  • Excellent communication and influencing skills at all levels
  • Track record of working in a very organized way, multi-tasking, prioritising, managing data, and setting and achieving deadlines (both short and long term)
