We are seeking a FIELD QA/QC Manager with similar values, who can put his or her expertise to work on a Petrochemical Project Construction site. This professional will be responsible for overseeing multiple projects at once and serving as the representative at each work site in dealings with subcontractors, suppliers, customers, and government inspectors. He or she will be expected to ensure compliance with all federal and state procedures, regulations, and codes, and present progress updates to appropriate management channels on a regular basis. With each project, this individual is counted on to drive the innovation for which we are known.

Objectives of this Role

· Lead and manage the project QA/QC organization in accordance with Singapore code/standard and the quality management policy of the project. Responsible for the overall implementation of quality and quality management system by directing the project organization, vendors, and sub-contractors.

· To ensure the quality and implementation of the QMS of the project, communicate, negotiate, and coordinate with each discipline of the project, vendors, sub-contractors, NDT sub-contractor, third-party inspection organization, and QA/QC team of the client.

· To liaise and communicate with the HQ’s QC group in Japan.

· To issue and manage NCR (Non-Conformance Report) and notice to relevant parties (SM, CM, PM, HQ, Owner).

· Review and coordinate sub-contractors QC activity and inspections.

· Responsible for coordination and supervision of all the QC activity in the project (Piping work, Mechanical Equipment Installation work, Insulation work, Painting work, Electrical work, Instrumentation work, and CSB work)

· Root cause analysis on quality-related issues and propose the preventive measure action.

· To assign a QA/QC inspector to the dedicated project and monitor the inspector's performance.

· Adhere to ISO, legal regulations, applicable codes, and other requirements.

Daily and Monthly Responsibilities

· To review Inspection Procedures prepared by sub-contractors.

· To review Inspection and Testing Plan (ITP) prepared by vendors and sub-contractors and summarize the ITP plan and arrange the witness.

· To maintain and control QMS documents.

· To maintain Inspection reports submitted by vendors and sub-contractors.

· To inform PIC of daily/monthly reports of QC activity at the site.

· To attend ad-hoc and monthly meetings with the third-party consultant.

Skills and Qualifications

· Bachelor’s degree in engineering or related field.

· 5+ years relevant working experience in QA/QC and preferably commissioning of petrochemical plant.

· Possess Certified Welding Inspector (CWI) and ASNT.

· Well-versed in International Standard codes such as ASME/ API/AWS/

NACE.

· Knowledge in Inspection of Piping, Pressure Vessel, FRP tanks, and Rotating equipment.

· Knowledge of construction methods and technologies, and ability to interpret technical drawings and contracts.

· Knowledge of ASME Piping code requirements and scheduling methods

· Required certificate of Singapore safety regulations and regular practices for the work. AWSHPP/SWSHPP is mandatory for working at the site of this project.

· Knowledge of Inspection for Piping work, Pressure Vessels, FRP tanks, and Rotating equipment is preferable.

· Able to read, understand, and interpret technical requirements, quality procedures, drawings, and P&ID.

· Preferably someone specializing in Quality Assurance/Control, Engineering- Structural/Civil/Construction/ equivalent.

· Familiar with ISO standards for ISO 9000, 14000, and 18000.

Preferred Qualifications

· Excellent communication with Japanese clients.
