Getto know the Role:

Reporting into the CTOfor the bank, it is a highly strategic role which covers TechnologyStrategy and Planning including Technology Financial Management,Technology Processes Design, Improvement and Automation, andTechnology Risk Management. The role will involve engaging multiplestakeholders across the bank (Cyber and Information Security,Business, Finance, Risk, Compliance etc) as well as externally(e.g. Regulator, Vendors etc.) to ensure the technology strategy isrobust and enables the bank to achieve its laid down objectives andat the same ensuring a robust technology risk management set up isin place.

The day-to-day activities:

Technology Strategy and Planning

Technology budget development in line withthe laid down business and technology strategy
Budgettracking and refresh on an ongoing basis as a response to changingdemand and also drive cost efficiencies across the technologylandscape
Oversee spend versus actuals and working withfinance and technology teams to take any remedial action as andwhen required
Headcount planning in line with businessand technology strategy across locations
Define/refreshTechnology OKRs and report and track performance against them andidentify and drive initiatives to ensure the team can meet orexceed laid down OKRs
Drive the agenda and sessions forTechnology Executive Council in the bank
Provideinsights around leading practices adopted by other digital banks inthe region and globally and work with technology leads to identifyand execute adoption of such practices
Engage withparent group for driving technology leverage options and executionof such options

Technology ProcessesDesign, Improvement and Automation

Design/refresh technology process and procedures and ensuringcompliance with laid down policies and governing regulatoryrequirements together with relevant technology teams
Drive ongoing process improvements and automation

Technology Risk Management

Implementing the bank technology risk and controls framework, andidentification, assessment and mitigation of technology risks viaengagement with technology and business teams as well as the 2ndline of defense
Producing reporting on the bank’stechnology risk set up for senior management as well as for theregulator as required from time to time.
Reporting ofKRIs on a monthly basis and driving ongoing automation of KRIrecording and reporting to reduce manual overheads
Logging of Operational Risk Events for incidents in line with thelaid down policies and tracking actions items to closure
Following up on incidents and ensuring we have themitigants in place to avoid a recurrence
Engage withInternal and External auditors to drive responses to the internaland external audits/assessments.
Champion theimplementation of a continuous auditing capability for the bank
Conducting internal reviews to assess risks andcontrols including period risk and controls self assessmenttogether with technology teams
Driving the annual DRtesting including development of test cases, execution, drafting ofDR testing report and socializing it internally with the bankstakeholders and with MAS as and when required
Workwith business and tech PICs to perform criticality assessment fornew systems and services and maintain the register for CriticalitySystems and seek required approval for any new critical systemsthat are identified
Partner with the technology teamsto ensure the technology stack stays compliant with the laid downregulatory requirements for all existing and new products that arelaunched by the bank
Ensuring technology riskrequirements are appropriately applied to 3rd party engagements
Responding to on-going Q&A from the regulator fromtime to time in collaboration with relevant teams in the bank

The must haves:

Aproject delivery or technical leadership background and strongorganizational and interpersonal skills, which will enable you tosucceed in our fast paced environment.
Strategy andPlanning experience in financial services covering financialplanning, budgeting, org design and headcount planning, sourcingetc. Consulting experience will be a plus.
8-10 Yearsof min experience in delivering large scale transformation programs
Understanding of the banking business, products andtechnology stack for digital banks or for digital offerings forincumbent banks
Understanding of the risk managementframeworks and models in bank as well as understanding of theprevailing regulatory requirements (frameworks, notices, guidelinesetc) in Singapore
Effective communication skills tohandle comms to management, cross functional teams, and a proventrack record of getting things done/shipping projects.
Experience working in a dynamic fast moving environment whereautonomy and self-decision making is needed (to an extent) and alsoable to juggle between different Projects/tasks.
